Role Overview:

The Director of Downtown Operations leads DTSF’s Downtown Operations and Place Management Program, ensuring Downtown Sioux Falls remains clean, welcoming, safe, responsive, and professionally maintained through strong systems, leadership, operational planning, and team development. This role is responsible for the long-term success, structure, accountability, and continuous improvement of the organization’s most visible operational service.

The Director oversees operational systems, staffing strategy, budget management, safety and compliance programs, training standards, asset management, vendor relationships, and service performance across the district. This role develops and supports frontline leadership while ensuring the Operations Department operates with professionalism, consistency, responsiveness, visibility, and pride at all levels.

Key Responsibilities:

  • Develop and manage operational systems, training programs, SOPs, and safety/compliance standards.
  • Lead staffing strategy, scheduling oversight, workforce planning, and operational accountability across the department.
  • Oversee department budget, asset management, vendor relationships, purchasing, and resource allocation.
  • Establish and maintain service, safety, hospitality, appearance, and performance standards across Downtown Operations.
  • Develop frontline leadership, monitor operational performance metrics, and drive continuous improvement throughout the department.

Core Performance Expectations:

  • Safety incidents are proactively reduced through documented training and enforcement
  • Team schedules are published and maintained consistently
  • Operational issues are identified and resolved proactively
  • Assets, vehicles, and equipment are maintained to professional standards
  • Budget variances are monitored monthly and communicated proactively
  • Team members consistently meet appearance, professionalism, and service expectations
  • Downtown operations function with minimal executive intervention

Qualifications

  • 5+ years of operations, facilities, hospitality, public works, or team leadership experience
  • Demonstrated experience leading teams and building operational systems
  • Experience managing budgets, vendors, projects, and scheduling
  • Strong written communication, organizational, and technology skills
  • Ability to analyze operations and improve efficiency and accountability
  • Experience with training, compliance, and workplace safety preferred
  • Valid driver’s license required

Physical Requirements

  • Ability to move throughout Downtown Sioux Falls regularly
  • Ability to occasionally lift and carry materials weighing up to 35 pounds
  • Ability to work outdoors in varying seasonal weather conditions for limited periods
  • Ability to operate computers, tablets, and mobile devices for extended periods
  • Ability to attend events and operational activities requiring standing and walking for extended periods
